The Jam Packs need to be installed by an installer - they do three things:

1. Installing Garageband Jam Packs On Lion Shopping Center

1. Install additional loops in the loop library
2. Update the loop index
3. Install instruments in the Instruments Library.

If you have Jam Pack loops, add them to the System Library in /Library/Audio/Apple Loops/Apple

To get all JamPacks installed on Mt. Lion, the easiest solution would be to buy Mainstage 2 from the AppStore - this will install all five JamPacks, so that they can be used with GarageBand or Logic. The price for Mainstage is much lower than the price for a single JamPack used to be.
