Even as 4G wireless service spreads, many devices continue to use 3G data connections. Cellular service providers such as AT&T rarely advertise precise data speeds because a number of factors, including distance, interference and data throttling, can limit a device's 3G speed. Regardless of these factors, at the time of publication, AT&T has the fastest 3G network in the United States as ranked by average speeds.
Network Infrastructure
AT&T's 3G, or third-generation, wireless technology is HSPA, or high speed packet access. HSPA is broken down into two separate technologies, HSDPA for downloads and HSUPA for uploads. HSPA's successor, HSPA+, is internationally considered to be a 3G technology like HSPA. However, AT&T considers HSPA+ to be 4G and thus its data speeds are not considered when evaluating AT&T's 3G transfer speeds.
Theoretical Speed
Theoretically, HSPA has a maximum download speed of 7.2 megabits per second and a maximum upload speed of 1.4 megabits per second. By contrast, HSPA+ has a maximum download speed of 14.4 megabits per second. There are 8 megabits per megabyte, so AT&T's theoretical 3G download speed is close to 1 megabyte per second. Thus, at its fastest possible speed, you could download a 3-megabyte song in three seconds.
Actual Speed
The speeds that AT&T actually delivers are significantly lower than the theoretical maximum speeds. AT&T states that users can expect download speeds between 0.68 megabit per second and 1.7 megabits per second. AT&T states that upload speeds range from 0.49 megabit per second to 1.2 megabits per second. The website Speedtest.net reports better speeds over AT&T 3G based on the site's survey of iPhone users. The website found that AT&T 3G users averaged 1.72 megabits per second download speeds and 0.71 megabit per second upload speeds.

Network Comparisons
Speedtest.net's survey put AT&T's 3G connection significantly beyond Verison's average 3G speeds. Verizon users reported 0.83 megabit per second download speeds and 0.49 megabit per second upload speeds. However, Verizon users reported more frequent and reliable 3G connections, indicating that they were often able to receive and maintain 3G connections in areas that AT&T users were not.

But it’s 4G that’s really allowed smartphone technology to spread its wings. That’s because it’s much, much faster than 3G. So when you want to download a new game or stream a TV show in HD, you can do it without buffering and lags that make the experience not worth the wait.
4G is pretty much everywhere now, but even if you happen to be in a place that only has 3G, your phone will automatically switch to 3G so you’ll experience no call problems—just slower Internet speeds.
